Why, then; do we still have poverty in the streets of many of the larger cities in America that are ran by Democrat admisitrations?

Several reasons:

Democrats first priority, in expending tax dollars, is to garner votes, not to make an actual long term dent in poverty.   Poverty is their base, why would they want to eliminate it.  Envy is their tool.  Appearance is more important to them, in garnering votes, than actual substance.

Democrats, for the most part, have no idea how to manage money or do real systematic problem solving.  That takes someone with commercial management skills.

It is sad that Democrats say they thought Obama was qualified, and are saying Billary is qualified. I wonder if they remember she was dumped by the DNC over Nobama and wasn't even good enough to be chosen as vice president. That is the strong message they won't listen to or understand.
