Yes 911 for an emergency, but 211 could lead you to a lot of resources for your own solutions.
Who would you call for help? Your church...a friend....someone in city hall?

Depends on the emergency
The first person I would contact for my teenage sons would be someone from Hasbro Children's Hospital. They are extremely responsive to a child's needs. If my wife or elderly relatives were ill, I would immediately dial 911 for transport to Memorial or Miriam Hospitals as they did a good job with my 93 year old grandmother and my wife, respectively.

Friends and neighbors before 911 and 211 would be a cool try.
