Meowing kittens or yelling children at 10 p.m. Which is worse?

Dear Neighbors,

I am having two problems in my Pleasant View neighborhood...10 meowing kittens and a nasty mama cat and four screaming children who yell next door at 6:15 a.m until 10 p.m. every night.

For the first problem...Pawtucket Animal Control is trying to set up a humane trap for the nasty mama and her newborns.

On the issue of the second problem...The four or five children yell all day and night. I do not know if the parents are home.  I am tired of chasing and herding four young girls off the main road near my home.  These kids are  totally unsupervised.  As a father of two teenage boys, I thought I kept better watch on my children.  What scares me is the parents seem ambivalent towards the situation.  I think DCYF has been previously called to the home. 

Nevertheless, I do not want to be a snitch.  However, this situation is getting loud and dangerous.  Do I wait for a tragedy to occur?

It may also be a safety issue for the kids for the apparrent negligence of the mom or dad, so I would call DCYF's hotline...you do not have to id yourself...but they can check it out and say yea or nay... Call 800 RI CHILD...good luck on the pesky cats....
