I think it has to be flexible to meet the needs of the people. Sometimes it gets too big like with Bush and Carcieri, and now being tweaked with dollars and hopefully few bits of common sense will filter down to the Mayors and Councils in the state.

Always tough to say, but if the satisfaction is there and the wheels seem smooth...it is perfect
