AN ACT RELATING TO EDUCATION - RESIDENCE OF CHILDREN FOR SCHOOL PURPOSES
Sponsor(s): Sen. Perry and Sens. Maher, Sosnowski, Pichardo, Miller
Description:This act would allow minors placed in group homes, foster care or placed by any state agency or
licensed placement agency the right to attend school in the district they previously resided in, to
maintain educational stability. For a youth in foster care, this right will continue as long as
maintaining educational stability is determined by family court to be in their best interest.
Placement agencies must consider educational stability with placements. Districts cannot lower
grades when student is absent due to change in placement or verified court activity.
