Now if we could establish set trick or treating times it would make for a more pleasant holiday for everyone.  I've had them coming to my door as early as 4:30 PM and as late as 10:00PM or later.

I suggest two hours should be allowed for trick or treating.   This would also eliminate those who drive from one section of the city to another to collect more treats.
