Northeast Village Neighbors

What is happening in those apartments on Melvin? There is blatant drug dealing and prostitution going on in BROAD DAYLIGHT. Neighbors report that the police are afraid of the people who live there and just won't come out and do their duty.  I just moved to  Phoenix and I am a Newbie on the block. ( Thank God not on Melvin) Maye I am just being told horror stories. Except that I witnessed drug dealing going on without restraint.
