North Beverly Drive-Franklin Canyon HOA

hi, please post your suggestions as to how to deal with an arrogant, inconsiderate, self-absorbed neighbor who moved in not too long ago.  he has parties 3 X a week and we can't sleep.  he opens all the windows in his house and blasts music into the street.  his drunk guests holler, litter, set off car alarms, blast car stereos at 2:00 A.M.  if they don't want to walk up the street to their cars, they line up in front of his house in the red zone where a sign is clearly posted, "no parking" due to the fact the road is a 2-way street, very narrow and dangerous to drive on when cars aren't illegally parked.  this creep is making our lives a living hell and we are at our wits end.  this is a quiet and exclusive Beverly Hills neighborhood and no one else is abusive towards their neighbors like this guy.  lots of people have parties but not 3 times a week and their guests aren't a bunch of low lifes.  any suggestions?  also, i heard him screaming and this guy is nuts.  this is our first post so can someone please tell me how we can contact our neighbors.  thank you.

Video tape him and show the cops.
