Call to Order:

The meeting was called to order by Douglas McDonald at 6:35pm. Marie Moreland-Short prayed the invocation.

Roll Call:

Commissioners Present: Norma Jean Whitehead, Alfonso Hooper, Douglas McDonald, Gloria Zebbs Anderson, Marie Moreland-Short.

Commissioners Absent: Wallace McLean, Linda Stubbs (excused), Sheldon Ivery, Sr. (excused), Carlon Fraley, Tiffany White

Meeting Agenda: Meeting agenda was accepted by the quorum present

Meeting Minutes for December 2, 2010 meeting: Minutes were read silently. Motion by Marie Moreland-Short, 2nd by Norma Jean Whitehead to accept the minutes as read. Motion passed.

Budget Report: Gloria Zebbs Anderson, Fiscal Agent reported a $0.58 balance left in the account. No new funds will be available until City Council approves this year’s budget. Motion by Norma Jean Whitehead, 2nd by Marie Moreland-Short to accept the report. Motion passed.

Police Liaison Report:

Officer Jason Jackson reported there is not a whole lot going on the 7th precinct. One of the big problems occurred on the corner of 20th & Mt. Vernon Avenues. They had a meeting for crime strategies and the CRT has cleaned up that area, and he is hopeful that they will begin to address problems on Champion. Also, complaints about pan-handlers on 5th and I670 are being addressed. He is also trying to make sure that communications are open for his civic associations in the 7th precinct, including those in Eastgate. Mr. Hooper asked how drug dealers can blatantly deal drugs on the corner. Officer Jackson stressed that it’s no fear of the community because the criminals know the community will not call the police. Policing the community is the responsibility of everyone in the community, not just the police.

Officer David Wilson reported that someone asked his captain about the Citizens Police/Patrol Academy. Mr. Hooper said it was him, and he wanted to be a part of it. Officer Jackson responded that individuals in the community are attend training, going over the things Police do and their process, so then in the community if an incident occurs. Annually the SRB liaison session is where the neighbors review, example – the realignment meetings. Citizens Observer Program is on a website www.columbuspolice.org. Officer Wilson also announced that on January 22nd at the Columbus Baptist Temple they will have the Street Smart training. He also warned that we should not start the cars to warm them up unattended.

Neighborhood Liaison Report:

Bonita Lee brought booklets “Alternatives for Seniors”. Friday, January 14th there will be a Poverty Simulation program at 1111 E. Broad St. Also, First AME Zion Church on Bryden and 18th will have health fair on Saturday, January 8th. Alfonso Hooper submitted his application for Neighborhood Pride on behalf of Brittany Hills. Although it’s past the deadline, he was out of town for the holidays. Bonita Lee said she would scan it in and submit it.

Committee  Reports:

Planning & Development: Tiffany White & Wallace McLean – not present

Public Service: Norma Jean Whitehead – She addressed a neighbor who had telephone & phone lines were laying on her garage. They have been dealing with it since June. She also complained that the city moved the fire hydrant too close to her property.

Public Relations: Gloria Zebbs Anderson reported that she is on AEP’s gridSmart Advisory Council and attended the first meeting in December. They will be addressing community outreach and training process. The Bus is available for community events. She is also still on the Mayor’s Green Team who will be working on new Green programs for 2012, including curb-side recycling which is moving forward with the selected 30-gallon containers.

Parks & Recreation: Marie Moreland-Short no report

Health & Human Service: Linda Stubbs not present

Zoning Chairperson: Carlon Fraley, Linda Stubbs – no zoning reports Douglas McDonald asked Bonita Lee if send new contact information to Zoning for notices (Douglas and Carlon should now be getting zoning packets.)

Special Projects:

Airport Authority: Alfonso Hooper – no report, but he asked Bonita Lee to follow-up on Easton Glenn’s promise to clean-up the easement along the buffering between Easton Glenn and Brittany Hills.

Good Neighbor Agreements: Tiffany White not present

Election Committee: Those Commissioners whose terms expire in 2012

Vacant Commission positions:

At-Large, Brentnell, Oriole Heights, Teakwood, Woodland-Holt.

Commissioner Reports/Announcements:

New Business:

NCAC Agenda for 2011: Douglas asked for ideas regarding things we can get accomplished for a calendar of goals.

Letters to Civic Associations for meeting in February: The letters have been written and signed, ready to be mailed.

List of major churches and pastors to send letters: The letters will be written after the Civic Association meetings, perhaps in March or April. Bonita Lee recommended that they organize a North Central Ministerial Alliance to deal with our youth and food pantries. We should also recognize those churches that are doing good things in the community.

List of NCAC Businesses for correspondence: Asking the Civic Associations to update and compile a list of businesses in the North Central Area.

Community Forum: N/A

Announcements:

Douglas McDonald announced that the Saint’s Drumline will be kicking off the Martin Luther King’s march from City Hall. He also passed out a flyer about the Saint’s Drumline hosting a Cabaret & Dinner on January 15, 2011.

The meeting adjourned at 7:45pm with prayer by Alfonso Hooper.
