Is anyone else experiencing Ice Damming on the roof?

For the first winter since i have lived here icicles are developing on the wooden eaves of my unit.

I have to think its due to a lack of water removal due to the newly engineered down spouts.

  Which Genius thought of this drainage idea? I wonder if it was Jay Pollard or the board members. How much will this cost co owners after the ice damge is done? I've already noticed down spouts that have popped apart from ice expansion and also gutters coming away from the unit because of the ice. The co owners that clear the snow off of the pop up caps make me shudder also. Removing the snow will not thaw the six feet of frozen pipe buried in the FROZEN GROUND!! Wait till the water damage causes black mold, then all your homes will really be a mess! I don't know who thought this up but I bet they pass the blame. FYI Bob Ripley was the first to approve this idea at the board meeting. 

Every year  we have had gutters full of ice except last year, which was a warm winter. The underground drains are not the problem. The downspouts were frozen solid, and the water could not drain, you should have seen the ice form on the elbows of some of downspout. 

I know because I cleaned the Ice out of my gutter.and downspout every year that it froxe. 

I have been a resident since 1997.

  You almost understand the problem. The ice dams occurred because the gutters were full of ice. The gutters were full of ice because the downspouts were frozen solid. The downspouts were frozen solid because the pipes they tried to drained into were frozen solid. The pipes were frozen solid because the earth around them was frozen solid. Please take this opportunity to smack yourself on the forehead and say "Oh I get it now".                              Not to worry though, as I walk my dog through the complex we girls have noticed that the snow plows will soon be taking out the buried pipes
