Village Marshal Ordinance Pt 2

Section 6. Hiring of the Village Marshal
A. The Committee with the responsibility for the oversight of Public Safety for the Village shall be included in the interview process of the candidates and shall work closely with the Mayor during the interview process.
B. The Village Marshal shall be confirmed by Council by resolution to begin their probationary period. The Mayor shall present to Council the candidate to be considered for the position of Village Marshal and all information that is necessary for the Council to approve the candidate.
C. The Village Marshal shall be sworn in before Council at a regular Council Meeting. That date shall be considered the hire date and the beginning of the probationary period.
D. At the conclusion of the probationary period the Village Marshal shall be confirmed by Council by resolution for the position of permanent part-time Village Marshal. The Mayor shall present to Council an overview of the candidate?’s progress during their probationary period and will insure that all necessary reviews are completed and placed in the candidate?’s file.
E. The Village Marshal shall meet the requirements of the Village Drug Testing Policy prior to their confirmation by Council for permanent part-time status. Failure to meet the policy requirements will result in the termination of the employee.
F. The Village Marshal shall pass a physical evaluation prior to their confirmation by Council for permanent part-time status. Failure to pass a physical evalution will result in the termination of the employee.

Section 7. The Village Marshal shall provide their own firearms in accordance with regulations established for the police department.

Section 8. The Village shall furnish the Village Marshal with a badge and associated brass (i.e. shoulder patches), that shall be returned upon termination or suspension of employment with the Village. Final paychecks may be held until the badge and all associated brass has been returned. Return of the badge and associated brass shall be recorded and placed in the permanent employee file.

Section 9. The Village Marshal shall be responsible for purchasing their uniforming during their first year of employment. After the first anniversary of their hire date the Village shall provide for all uniform replacement. All uniform replacements shall be recorded and placed in the permanent employee file. All uniforming provided by the Village shall be returned upon termination or suspension of employment with the Village. Final paychecks may be held until all uniform parts have been returned. Return of the uniform parts shall be recorded and placed in the permanent employee file.

Section 10. The Mayor shall conduct a performance review on a yearly basis on the anniversary of the hire date of the Village Marshal and place in the employee?’s file. The first review shall be conducted at the conclusion of the probationary period. After the first review all subsquent reviews shall be conducted on the yearly anniversary of the hire date.

I would think there are more important things to do.

Why is it NOW important that council be told what the police want or need? It didn't seem to bother you when Mark was chief and I asked that he communicate with council. Don't you trust John?

If John moves to Valleyview, will he also be getting a Hellwege house? It is always good to be indebted to the upper class.

How does Linda Stoner feel about the chief making more money than she? But she is only, part-part time.

Correct Past Mistakes By Others

I trust Chief Chapman. I voted for him and I interviewed the candidates for the chief's position. I believe that Chief Chapman can do the job and will do a good job. At the end of the six month probationary period he will have to be approved again by the Council. We will evaluate him and confirm him for the position permanently if it is shown that he can do the job and meet the expectations of the residents and Council.

It was always important that the Chief communicate to Council concerns and status of the department. There are limits as to what the Council can ask and expect by law. The Chief does not answer to the Council, but to the Mayor. The Ordinance creating the new Village Marshal's position is the most detailed one to date. Every Council has had the ability to pass an Ordinance defining what they expected of the Chief. They never did and I do not know why. This Ordinance was to correct past mistakes. It is better defined what is expected and if the Chief fails to perform then charges can be brought and his removal sought.

Unlike in the past when bogus charges were brought against the former Chief, this Ordinance gives the Council and the Chief an understanding of what is expecting and should the Chief fail to perform he can be removed. The former Chief was held accountable to standards that were not written or provided for in the ORC or Village Ordinances. This new Ordinance corrects past mistakes. The Mayor will provide WRITTEN general orders to the Chief.

I do not know of any plans for the Chief to move into the Village. You would have to ask Chief Chapman of his plans.

Again, you would have to ask Ms. Stoner. When you compare the duties of the two positions, Fiscal Officer and Police Chief, the Chief's position has a lot more day to day responsibilities than the Fiscal Officer. I have not seen any signs of any problem with anyone concerning salaries. Ms. Stoner was recently given a raise. Ms. Stoner performs the all important job of maintaining the books, paying the bills, and seeing that the Village meets all required deadlines and submittals of financial records and budgets. She has done a wonderful job and has worked closely with the State Auditor's Office to get the Village books to match those that are maintained by the State. I believe that in the next Audit the Village will see greatly improved audit results because of the hard work of Ms. Stoner and the Council.

Why would you want to stir something up Ms. White when there is no cause for your statements? Salaries in the Village are not a secret, anyone may request copies of the Ordinances and Resolutions concerning salaries.

Things are running smoothly in the Village and the day to day needs are being met. Is there room for improvment? Yes, and the Council, Mayor, Fiscal Officer and Police Chief are working to improve the workings of the Village daily.
