Jonathan Beard of Columbus Compact announced 2 programs to help development in the Empowerment Zone (most of the near east, but not Franklin Park area.)
1.) Rehabilitation Help. For houses that the owner has lived in for at least a year. Money to repair mostly exterior stuff, as a grant, but you need to live there for 5 more years after getting the money. Things that would be a code violation would be the type of repairs that are eligible. For families with income up to 79% of annual mean income, up to $5000 for non-paint disturbing repairs and another $5000 for paint-disturbing work. For 80%-119% AMI, up to $5000 EZ money, must be matched with half that amount of your own money. Greater than 120% AMI, up to $5000, to be matched with equal amount from other source. They have $500,000 to give out, so could do 50-100 people. They already have 72 people on wait list. Call and be put on it. There is a lot of fuss and bother to get this money (HUD is involved). Your Federal tax dollars, given to the Columbus compact. They have hired MORPC to distribute the money. MORPC will be taking applications and such after Oct 1, but you can call early to get on wait list.
2.) Down payment help. Provides $6000 to help to buy a house (single family or duplex) that will be owner-occupied. For people with annual incomes within 80-120% of annual mean income. 100% AMI for one person is $40,000. Must live in the house for 5 years after purchase. Columbus Compact hired CHP to administer this program. Total amount of money available is $220,000, so will be for 36.6 families. Should be up and running by Oct 15. Money should be faster to get than the rehab money since HUD not involved.
Louie Rivers, OSU grad student in Natural Resources. He is looking for ways to get a nice unbiased cohort to take his survey about attitudes toward trees and greenspace. Doesn?’t want only people who would come to meetings, as they are skewed toward do-goodery. (not his words)

999 Atcheson change of zoning. The Neighborhood House Child care. Variance not detailed to us.
1662-1664 Bryden change of zoning to reflect current in home business-Security company.
33 Hamilton Park: Zoning modification from residential to other.
1265 Hildreth: A church. Zoning change.

Recommended approval of demolition of 556 Parkwood, 547 Parkwood, and 393 Taylor (proposed at July meeting)
New officers: Chair is Commissioner Shelby, V.Chair is Pat Lewis, Brown is secretary.

Planning:
Meets 3rd Thursday of month.
Next meeting agenda: the advertising people hired by the Columbus Compact to advertise the near east side will take comments and suggestions from the residents.

Presidents report. She will be looking at the inside of the new health center on Main. The health center will close down the Billy Brown Jones center in the basement of Mt. Vernon and move it to Main St.

Treasurers report. They got some money from the city to pay for copying and such.

The new NEAC offices will be in the new Central Community House that they will build by the new health center on Main between Champion and Wilson. Ground-breaking should be in December.

There will be fall NEAC District meeting soon. Days not announced yet.
