Everything you asked about is regulated by the government. The government doesnt care if you have weeds or grass to cut. Your talking about major things. Cutting my grass and weeds is not a major concern to the government (if it were, they would cut the grass on the highway more often and wouldn't have weeds). And its not a major concern to me either. Like I said before, I have more important things to take care of than my lawn. If this is your major priority, so be it.
