Juli, I don't know who you talked with, but they are wrong. The only code that comes close to what you are saying is

However, that is for a on premise graphic. Meaning the lot where the yard sale is taking place. The other code would be

Which states the same thing. Also something you might not be aware of, you are allowed 2 yard sales a year and signs are allowed to be posted on the said property for only 4 days. Any yard sale after the 2 are required by the city to have a permit.
It vexes me that you take the word from someone at a counter instead of the person who actually enforces the laws.
