The newsletter has a certain time of the month that it needs to be delivered. But, as far as a certain day or a certain time of the day, that is up to the block captain delivering the newsletter.

I don't have a car during the day but am at home. How would I get the newsletters to deliver them? And would it be okay to take my child with me to deliver them?

The newsletters for your assigned block would be delivered right to you. You'd have to make sure though that the block you delivered them to was near enough for you to deliver them to the residents.

As for taking your child with you, it's your choice.
