I believe you mentioned a ?“proposed JEDD agreement?” on Wright Road. Didn?’t we read somewhere that council has not seen a JEDD agreement from the Township on this parcel as of a month or so ago? I believe the Mayor has stated that the developer will need to foot the costs of extending that sewer line. I believe the issue there is more in sewer capacity than it is in expenses. The second issue you must keep separated is that Water and Sewer monies are keep separated and they can not be reimbursed from General funds as suggested in the above posting. Any costs for extending that sewer line down Wright road must be covered by either the developer or the City sewer users, not the city tax payers.
I believe you must also consider that to make the suggested JEDD areas along US 33 good lands to develop someone is going to have to start a long term plan to develop the area. Although you may think building roads is a none expense item for the city they do not just appear there one day with no impact on the taxpayers.
The last I read was that the Pickerington Road interchange at US 33 is on hold waiting for state funding. There is also some question as to whether that interchange will ever be built. Even if ODOT does move forward on the project it?’s earliest date for funding is 2013. I would expect that date to be more like 2020.
It takes years to plan and build a road project like this. As we can see in the Diley Road project that 3.3 miles of road widening is costing the taxpayers over $20 Million. It has been in the planning stage for 10 years or more. My friend at ODOT says that much of the ground around Allen Road and US 33 will need a lot of work to build up the soil and that will increase the project costs tremendously.
Although as a township resident a ?“Fluid?” JEDD agreement with the City may seem like a good idea, there is going to be a big commitment coming from someone to build those roads and do the planning for funding.
What is being offered is a plan where the township puts up NOTHING. Even outlining the JEDD areas now is no protection that Canal Winchester or Carroll will not annex in the future. I understand that it is a deal buster if the City insists similar protections from the Township that they gave to Canal Winchester.
The ability of the Township to create a JEDD over the last two years, has shown the inability of the township to actually create areas for economic development on its own. I think if you make this agreement contingent upon the Township finding and securing affidavits from property owners of over 250 acres along US 33 then the City might have some chance of risking its taxpayers dollars to develop this land. Otherwise the city should budget money to invest in the Lotto each month.
