Why not have two economic agreements. The one service overrode the chairman on and sent to council and one proposed by the chairman of service without the annexation clause, the paper township clause, etc. Then have council vote to put them on the ballot for the city voters to approve. Seems to me the citizens are smart enough to figue this out. two units per acre, sewer taps, elected officials, oops scrap that last one.
