Katelyn Sattler wrote an article in the Southeast Messenger a month or so ago about the Ohio School Fund Commission. Although the article was very informative it still didn?’t address the real plans of the local school board and where they were heading with future capital improvements. Just a quick check of the Pickerington local schools web site only shows things like the 2005 facilities report. I have looked at other school districts and some other research and these other school districts do provide more CURRENT information than Pickerington.

It is apparent that school board members do visit this site and some post messages. It is also apparent that if they accuse the citizens of being uninformed then part of the age old problem around here is that they still neglect to post current financial information on their schools web site.

What is of concern to me is that none of this state money from the OSFC will ever become a reality if the state does not approve the ten year master plan that I understand was passed by the board just prior to the election. For what ever reason there was some controversy in what was going into the plan and what was not. In the 2005 facilities report developed by a citizens group (tongue in cheek) it called for a third High School by 2010. The total expenditures were in the range of $180,000,000.

Now I hear that they are only are planning for two high schools in this ten year master plan. Like normal the press didn?’t explain why they changed the master plan from the facilities report of 2005. Of course the schools put out the spin crap about saving money and the press runs with because they no longer have the time to report in depth about information that is purposely withheld by the board.

So for you people that want to bitch about citizens being uninformed then why don?’t we just insist that the school board post these public documents on its web site. Clearly they have a few bucks they can spend out of that $72,000,000 budget to scan these documents into a PDF file and post. If PATA can do it I am sure the PLSD can do it.

So now the local PLSD taxpayers have taken the bait and passed the bond issue for nearly $60,000,000. I understand the OSFC has two programs. One is an emergency program which I hope the district is in with these three new schools and then they have a program I believe is called CFAS. So if I understand this correctly this $60,000,000 the district is about to spend will go toward the 50% of the $180,000,000 contained within our ten master plan. That statement is only true if these two new schools fall within the state design guidelines. In other words we could spend $60,000,000 on these three new schools and the states only credit?’s the district with $40,000,000 because we build a couple more Taj Mahals in the Township.

So the next question is how much of the current designs of these new schools falls into and qualifies for the OSFC reimbursement? Please post that on the web site.

Let?’s say for the sake of argument that the Pickerington School board has been very frugal and they get most of this $60,000,000 to qualify for the OSFC programs.

I also understand that the PLSD is on a waiting list and that we should be in the funding cycle in about three years. At that time, we will be eligible if the state approves the district?’s ten year master plan. I also understand that the district has locked in the 50% equity and what is approved will get 50% of the funding for new buildings. So is my statements in this paragraph correct so far?

So what happens if the district?’s growth slows dramatically over then next three years? Will the state alter the District?’s ten year master plan?

Now if the growth continues or at least mirrors the master plan do we need to build more schools even though we may not need them at the time? Does the state simply send the district a check? If they require the district to build another school say for $50,000,000 and we only have $30,000,000 credited to our master plan in what we have spent does the district need to then go out again for another bond?

Let?’s take another tack here and say that the district growth drops off significantly over the next five to ten years. Won?’t there then be pressure on the district to fire up the residential growth band wagon? Although the school funding on capital improvements will be lessened what will the other governments do in regard to other infrastructure? What will slowed growth do to the OSFC funding?

I would say to the school board to post this information on your web site instead of the constant spin you try to put forth. Take of your rose colored glasses off and see the other affects you may be causing if any with this funding.

I am reminded of a PATA newsletter from years ago about ?“build them and they will come.?” It talked about the district building new schools and the sudden increase of student population soon after. Are we going to make the prophecy come true? Will this growth then come outside the school funding cycle?

I am trying to figure out what you are asking. Can you perhaps reply with the exact questions you want answered rather then including them in a long string of comments?

No offense because I think you made a good posting but I understood Ms. Sattler's article but when I read it intertwined with your comments I get confused.

Why doesn't the board put more information on its web site? (i.e. The ten year master plan, detailed financial budget for the current school year, the actual bond (which I understand is several pages) that recently passed, school enrollment for each school and operating budgets for each school, plans for the three schools that they about to build)

Does these new school and bond qualified for the OSFC funding?

If so how much?

When do we get the money?

How will future growth effect the funding?

What effect will slower growth have with the future of the plan?

When does the OFSC approve our ten year master plan?

How many local funded initiatives are included in the Master plan? If the plan was posted I would not need to ask that question.
