NOT A JEDD
Please keep in mind that the agreement passed by the Pickerington City council on January 2nd was NOT A JEDD. It was what they called a development agreement. It loosely set up the terms of the JEDD BEFORE even one parcel of land was considered.
If you research the JEDDs around the state you will find larger tracts of land and these JEDD agreements go on for a minimum of 50 years. Yes they are out of the normal reach of the municipally to annex but in almost every case there is a sharing of upfront infrastructure costs to make the project or projects work. Since townships are very limited in their ability to borrow money without voter approval most of the infrastructure needs would be shouldered by the Municipality. Townships also are limited in their authority to build roads and sewer plants and so on. The reason that Canal Pointe is successful (here I am only assuming that because I have not seen any accounting of the project) is because ALL of the infrastructure was in place before they signed the CEDA agreement (which is a different animal)
Since the two tracts of land down near US 33 that was very likely to develop in the next 25 years is mostly going to be annexed into Canal Winchester. Another 92 acres was recently sold and it looks as if it will be turned into a condo development with some office building provided. So there is no land down near US 33 and in the PLSD that is likely to develop into an industrial park or business park in the next 25 years or so.
The other possibility of commercial development is along Allen road. There are no utilities in the area and the road is very narrow. ODOT and others have stated that the land around US 33 and Allen road is unstable would not likely hold up a major highway or large buildings without huge capital upfront investments by the local communities to build the soils up. We are only talking about 200 acres max in this area that is both near US 33 and around Allen Road and in the PLSD.
I doubt that the City of Pickerington is foolish enough to invest their taxpayers dollars into this swamp land to make it viable commercial development land. This is clearly shown in the Township development maps completed in 2005. According to the Macgroy report this land is most likely to develop into residential and small retail.
I think it is time that we all resign ourselves to the fact that much of the land that could provide commercial revenues to the city and the township in this area have already been sucked up by Canal with Violet Township?’s help. Folks the promise land went to Canal we need to now adjust and deal with what we have left.
The trustees are about to open the door for Canal to develop residential in the southern part of Violet Township and in the PLSD. We will never get the commercial development in the PLSD only the roof tops to serve the businesses they are developing for their CW school system. Thank you Violet Township Trustees.
