JEDD'S - ANNEXATIONS

NOT A JEDD

Please keep in mind that the agreement passed by the Pickerington City council on January 2nd was NOT A JEDD. It was what they called a development agreement. It loosely set up the terms of the JEDD BEFORE even one parcel of land was considered.

If you research the JEDDs around the state you will find larger tracts of land and these JEDD agreements go on for a minimum of 50 years. Yes they are out of the normal reach of the municipally to annex but in almost every case there is a sharing of upfront infrastructure costs to make the project or projects work. Since townships are very limited in their ability to borrow money without voter approval most of the infrastructure needs would be shouldered by the Municipality. Townships also are limited in their authority to build roads and sewer plants and so on. The reason that Canal Pointe is successful (here I am only assuming that because I have not seen any accounting of the project) is because ALL of the infrastructure was in place before they signed the CEDA agreement (which is a different animal)

Since the two tracts of land down near US 33 that was very likely to develop in the next 25 years is mostly going to be annexed into Canal Winchester. Another 92 acres was recently sold and it looks as if it will be turned into a condo development with some office building provided. So there is no land down near US 33 and in the PLSD that is likely to develop into an industrial park or business park in the next 25 years or so.

The other possibility of commercial development is along Allen road. There are no utilities in the area and the road is very narrow. ODOT and others have stated that the land around US 33 and Allen road is unstable would not likely hold up a major highway or large buildings without huge capital upfront investments by the local communities to build the soils up. We are only talking about 200 acres max in this area that is both near US 33 and around Allen Road and in the PLSD.

I doubt that the City of Pickerington is foolish enough to invest their taxpayers dollars into this swamp land to make it viable commercial development land. This is clearly shown in the Township development maps completed in 2005. According to the Macgroy report this land is most likely to develop into residential and small retail.

I think it is time that we all resign ourselves to the fact that much of the land that could provide commercial revenues to the city and the township in this area have already been sucked up by Canal with Violet Township?’s help. Folks the promise land went to Canal we need to now adjust and deal with what we have left.

The trustees are about to open the door for Canal to develop residential in the southern part of Violet Township and in the PLSD. We will never get the commercial development in the PLSD only the roof tops to serve the businesses they are developing for their CW school system. Thank you Violet Township Trustees.

Absolutely correct--Not a JEDD

Everything the person posted is true---!st off, the agreement is not a JEDD. The poster did a good job explaining why it is not. Canal is in the hot seat when it comes to the commercial development. There isn't much of anything left out there landwise that will do us (the City)any good---unless swamp land is worth giving up our rights and tying us into a possible 30 year agreement. In theory, an economic agreement can be a good thing if there is viable land out there that can benefit the City. Mr. Fix can make all sorts of fancy speculations and say how wonderful this agreement is for the City...but if there isn't viable land, what is the use? I still haven't seen any financial documentation that supports such an agreement.

Come on folks....who in their right mind enters into an agreement of any kind without financial figures? Money is what makes the world go round. The township won't be losing a darn thing here...the City will. The risk reward factor is 100% in their favor. No risk..all reward.

Your explanation was easy to follow, as well as the other responders. I know that Pickerington can annex property, but isn't it still up to the landowner to begin the process?

The problem we all have here in the PLSD is much of the property that is being touted for commercial development down along US 33 will require a huge amount of local funds to make that development possible. The area along Allen road is only yards west of the Bloom Carroll school district. Do any of you think it a good idea to invest over $20 Million in local funds to get the interchange moved to Allen Road (if possible at this late date). It will cost every bit that amount then to widen Allen Road all the way up to Refugee and Pickerington or should we wait for the county to spend their/our money to widen Allen?

I think this interchange at Allen road has been a pipe dream of Terry Dunlap to make the family farm worth more before he retires. Remember there is another Diley Farm just north of there that is for sale. I am wondering if the is Lyle Diley of Diley Road fame.

I think if you all visit Brian Wisniewski?’s web site you will see the Carroll interchange already in the funding process. It will be started in the next year or so. Once completed that will more than likely make Carroll Northern the north South connector between US 33 and I-70. It will run up the Eastern border of Violet Township and only have direct contact with the PLSD. Folks that is what is going to happen because that is the cheapest way for those roads to be built. Despite Terry Dunlap and his family farm he will sell some day to the residential developers in the area. It is all in the Macgrory report and I believe you can find that on Brian?’s web site as well.
