No water

The township does not provide water! All utility service in the township is provided by Fairfield County utilities.

Yes, Fairfield County does provide some water and sewer within city limits, the Big Bear Plaza on the West side of 256 and all properties on the East Side of SR 256 North of Refugee are serviced by county water and sewer lines. County water and sewer is also provided to the whole area where the AMA is and all new development in that are has county service. The future Wellington Park is slated to have County water and sewer as well as Spring Creek has county service.

All of this service has nothing to do with Violet township other than the fact the the township is primarily served by county services. Some small parts of the township are also served by some city services, Mingo estates is one area.

You also should have asked why its acceptable for the township to not protect its school districts boundries and let Canal zone in OUR school district?
