Another Fact
The city does need the township, or at least it needs the township's land.
Otherwise, the city will be stuck with a tax base consisting almost entirely of residential and retail property, and city residents will suffer from either substandard services (and overcrowded schools), or high tax rates.

Overcrowded schools. The township has the most kids. High tax rate. To subsidise the non taxpaying township residents. Substandard services. yea, we pay a half a million a year to lawyers to fight the township rather than pay for police protection and paving roads. The township's residential versus commercial mix is what's killing us. What is it 90% to 10%? The township is our poison
