First; Mr. Fix claims that he was appointed to work on three objectives last year by the Mayor. Clearly he failed to secure any of these objectives. Second; Mr. Fix where is it written and where are these objectives? It is my understanding that you took on these objectives WITHOUT any council approval and that is mostly why you are seeing so many people coming out against your proposals. Judging by the Township Trustee?’s response to the Master Development Agreement you also appear to have failed to secure a majority of the Trustees in the process.
As for free money when the infrastructure is in place (Trustee Dunlap quote). Please note the comments of Councilman Keith Smith in more parties to share the infrastructure costs. What has been the Achilles heel of this whole idea from the trustees and their JEDD campaign is that they can not provide the needed infrastructure for the economic development that they desire along US 33. So before any local government entity moves forward it will take more expertise than Trustee Dunlap in setting up a JEDD. These three to five acre JEDDs will not provide the revenues needed and promised by one Mr. Fix. JEDDs vary from use to use. JEDDs for office parks may very well be much different than one for an industrial parks or a big box retail store.
As we have all learned here locally over the last few years is that big box retail requires upfront infrastructure needs like roads and utilities. After the completion of the development they also require services like police and fire. I believe if one was to look closely at the fire and police runs in the 256 corridor you will find a high percentage of those calls and safety services time is dedicated to the areas around Kohl?’s and the Reynoldsburg Wal-Mart.
Industrial parks, like Canal Pointe, require tax abatements and the only revenues coming from the properties is income taxes and this does the school district very little good in future revenues or property valuations. Income taxes from the workers at these commercial developments do NOT pay into the Pickerington School District income tax unless the workers actually live in the district. If the industrial park is big enough and the payroll is over a million dollars per year then the school district would receive a share of the income taxes from the project. I believe you will find that the City of Pickerington shares their income tax revenues from the City's TIFs that have revenues. So I would say that before the City/Township considers a JEDD it should be large enough to have enough income taxes to replace the lost property taxes to the schools.
Hopefully when that time comes we will allow real experts to do the calculations on the value to the City, Township and the School district before committing to a future JEDD. Clearly Mr. Fix is willing to spin and change his colors to fit the current situation. Also clear he is so desperate to make his mark that he will trample anyone in his way. As a member of a seven member council he has been proven to me to be ineffective in his abilities as a council person. His tendency to get personal renders his useless and dangerous to the city taxpayers. His desire to satisfy his handlers, like the Mayor of Canal Winchester and Gary Weltlich are his downfalls.
