Not true, Ted
You toss around a number of $14 million to build the 2001 design. That is 100% false and I ask you to tell us all where it comes from. Once you dig into it, you'll find you were misled. What else was included in that number that should have been deducted from that amount? This pie in the sky number started at $9 million and has crept to $14 million.
Quite frankly, Ted, we expected better from you.

It doesn't matter
What's done is done. The money's gone and more will be spent. But if you think $8.8 million this is all it's going cost, Ted, you're going to be sadly disappointed. You heard it here first. I'll remind you later.

Cost of the 2001 design
First the 2001 design (after value engineering) was bid out for $8,785,000 to PAE associates and the electrical was bid out for $1,460,892 for total of $10,245,892. This was then later rejected by council in May of 2004. This was ordinance 2003-95.
What was left out in the value engineering (or we should say deferred components) had the Ohio EPA very concerned about a number of the components of this sewer plant design. They sent a THREE page letter in February of 2004 outlining there concerns and I just recently became aware of that letter. To my knowledge I am not aware of any approvals of that 2001 plan by the OEPA after the value engineering.
The 2001 plan would not have worked without the completion of the Sycamore line coming in from the east side 30'' inch line. It needed the Stonebridge lift station. Even Frank Wiseman admitted that to me. That would have added another $1 Million to the above figures before the plant could have worked as designed.
The question of a cost estimate for the 2001 plan was asked of Malcolm Pirnie during the work sessions and their informal reply was around $14 Million. We didn't ask for a formal reply because they were on the clock. Logic also tells you that with 30 percent increases in inflation over the last three years $14 Million may be a very conservative estimate. The engineers with Malcolm Pirnie were experienced engineers and I place a high level of trust in their estimates. If you would give us your name and state your qualifications then maybe we could consider the validity in your claims.

Panic Mode
You trust Malcolm Pirnie estimates, yet them came in fourth in reference checks. You didn't give them a fair shake, Ted. They are exceptional and you screwed up the reference check. Next, you did a poor job on the DLZ check. Have you even called Bruce Williams? Ask about the lift station. Ask about the response to non working equipment. You'd get an earful. The 30% increase, is that your number or what you've been advised? Why wasn't this addressed years ago to avoid this 30%, or $2.7 million dollar increase? Ted, this is unacceptacle foot dragging. My validity doesn't matter. Yous does.
