if i understand it right, the story says that there are 3 shifts of 2 officers each.
i don't know anything about how much coverage is necessary, but do you think that only 2 officers on duty at a time is adequate for a town the size of pickerington?
if i understand the numbers in the story, canal pays about half of what pickerington does for about half the number of officers. sounds like if you compare apples to apples, pickerington is in line.
am i missing something?
