budget surplus is being tapped

If you noticed in the TWIP paper, the budget surpus is being tapped big time by each department. Each area is spending considerably more than what is coming in according to the figures Mr. Claffey provided in the article. If you look at the rate of overspend, if it is kept up next year they will go in debt. Additionally, the school district has experienced a decrease in income taxes, I'm sure the city may to per capita percentage wise. Also the schools report a dramatic increase in health insurance costs, yet the city is budgeting for only 10% increase. Perhaps this is too conservative and this may bite them bigger than legal fees do now down the road. Stay tuned.
