The information about the survey and the expenditure for a firm like Competitive Edge is a public record.
In fact, to be safe and thorough, I recommend making an official public records request in writing asking for any and all documentation related to communications, policy, research, polling, voter research, economic development research...etc...relating to the ballot issues coming up on November 5, and for all other research and communications. The City would have to provide that in a timely fashion. All other govermental agencies would have to comply, even Home Rule Columbus.
I would also request any and all correspondence relating to same.
