Recall them all or just two?
The rumors are runing rampant around town with the talk of recall. I have heard some saying recall 6 councilmen and one mayor. But who runs the city? Who pays the bills? Does the county take over? Does the Govenor appoint replacements? Does he call for a special election? Whould the city manager still be in Charge? Could she be authorized to keep the city running from the governor? Call this plan ''A''
Plan ''B'' calls for just recalling Fox, Parker, & Maxey. That leaves enough people on council to pass spending bills but no emergency zoning laws. In fact nothing could be passed as an emergency. If they try to appoint someone that the citizens didn't like then the citizens could referendum them. If the remaining council men tried to rescind the ordinance they would be next on the recall list. Knowing they couldn't use or pass things as emergency would leave the CItizens of Pickeringotn with a Hugh hammer.
Plan ''c'' calls for recalling 5 councilmen and the mayor. That would leave Monebrake and Shaver on council. But they couldn't pass anything because
they didn't have a quorium. This isn't much better than plan ''A''.
New plan this evening from a man of the law. Recall one at a time. Each time placing the others on notice that they are next. This is very time consuming and it would back fire in everyone face if just one of the recalls were not completed.
For those that live in the Township I know you are worried about the ''Damage they can do between now and next November.'' As a city resident you must find a plan that we don't get in a consitutional crisis here in the city and have no leadership to at least pass true emergency spending bills or even conduct the normal business of the city. I know that sounds very easy from the township's point of view but the city voters are the ones that would need to agree. How would you feel if the city folks were talking about recalling the three township trustees? The township employees couldn't get paid and that would effect the operation of the services they provide including fire.
If the city residents are going to recall councilme then they must look at this with logic not raw emotions. Plan ''B'' solves must of the problems and still leaves the city with a skelton government to run the city's business. It stops the council dead in their tracks with passing anything as emergency. If they make a wrong choice then they face the referendum. I know that is a hard task for the city residents to keep after their elected officals but this might make up for their lackness over the years.
Yep I favor plan ''B'' Maxey, Fox, and Parker. These are the three that worked the Maxey re-appointment. These are two of the three on the Service Committee. Maxey and Parker fough for the celler in the last election. maxey and Parker don't have much support as it is. So they would be easy to knock off. Fox does have real support in the city but he would be the prize. If he was recalled then the top vote getter of 1999 would any councilman be safe?
Now how about the trustees? How about Terry and Harry? They are dragging their feet with slowing the growth. It may be time we send all of these elected a message.
