From the Charter Section 8.05 VACANCIES.
In the case of death, disqualification, removal from office or resignation of the Mayor, the President Pro-Tempore of Council shall become Mayor for the unexpired term of the Mayor, but shall cease to be a Councilperson.
Whenever the office of a Councilperson shall become vacant for any reason, the vacancy shall be filled by Resolution and a majority vote of all remaining members of Council. A vacancy in the office of President Pro-Tempore of Council shall be filled by the Vice President Pro-Tempore becoming President Pro-Tempore of Council, and the office of Vice President Pro-Tempore shall be filled by a Councilperson being elected by a majority vote of the remaining members of Council. In the event Council shall fail to fill any vacancy within sixty (60) days from the date such vacancy occurs, then the power of Council shall lapse and the Mayor shall fill it by appointment.
The person elected or appointed to fill a vacancy shall have the qualifications for the particular office specified in this Charter, and shall hold office for the unexpired term.
Least it be done again by the current buddy system, those left in office will be finding likeminded clones.
Just look at the City?’s website and see how many of the current officeholders got to their positions via appointment.
