But what the recall committee needs to take note of above all else is the free rein Joyce will have with Lou as Mayor. He will appoint Monebrake's replacement, and any other openings he has to fill before long.

You should also really wonder why Randy is leaving. He has the authority to fire Joyce, but needs Council's vote, and Mr. Monebrake is a great supporter of the Mayor.
