You be the judge if Mr. Parker?’s statements of ?“hesitation toward a building Moratorium after he examines the effects of a building moratorium on the city?’s debt for sewer and water plants.?” Remember, the City of Pickerington has built into its budget a $9,000,000.00 indebtedness to raise the current sewer plant from 1.8 million gallons of sewage per day to 3.5 million gallons in the 2003 budget.
