what happens to the extra monies if/when more than the minimum number of required participants pays their pay fees? for example, if the minimum crosscountry participants is 10, and 20 participate on the team, what happens to the extra $2,500 ($250 * 10)?

Give back to the builders
It seems this communtiy has been so generious in the past why don't we just give the money back to the builders if we have a surplus of funds from pay to play program. Hell we have provided these builders great schools for years now with a penny coming from them so why should we change our charity programs now? Many we should even through in a few sewer and water taps fee while we are at it. It is such a burden on them to provide housing for our community. Look at all the jobs they will bring with them. Yes sirreee give it back to the builders the only right thing to do.

Apply excess to next year ???
One idea would be to keep the excess monies in an account for next year to try to keep the same rates for Pay to Participate once we don't have (keep in mind we currently don't have) the $600,000 from the builders.
Then the excess monies directly benefit the kids participating - it could potentially even be maintained by activity so fee's could drop if participation was high enough.

Pay to Play Did Not Go Away
Now that the levy has passed I think this question is even more important. I also heard on the radio this morning that pay to play did not go away. It was stated that it would only be cut by 1/3. We were forced to vote uniformed and ever since the radio broadcast I am feeling victimized. My child plays 3 sports and it is very costly. Last spring when the levy failed the mills on the levy were the same as the levy that just passed. The school board said no cuts would have taken place if the levy had passed last spring. They were very critical of the community. The mills did not change on this last levy and so why are we having to pay for sports now? My decision was not based on creating surplus for the school board to play with. I do not appreciate being manipulated and I will never believe them again.
