How does the City of Pickerington put into service a plant prior to the 7/03/03 date of Ohio EPA Director?’s 6/03/03 draft actions notice with a 30-day written comments & request for public hearing on the issue? Isn?’t there a difference between the Director?’s FINAL APPROVAL of PLANS and SPECIFICATIONS and an issuance of a PERMIT TO INSTALL and/or a PERMIT TO OPERATE?
Is this yet an additional example of the Mayor?’s, Manager?’s, and majority of Council?’s intent to deny public participation? And why, more water for more houses?
