Councilwoman Riggs said Tuesday her objection to the purchase had nothing to do with whether it was a good idea, but rather with the process by which the purchase came about.
''My issue was the process and how we do this as a city,'' Riggs said. ''I was told that no parks and rec money was spent, and it was. Money was spent out of parks and rec on options all along.''
