Judge Conner is merely the first hurdle in this lawsuit. The appelate court will definitely be hearing this case if the builders win.
However, I'd like to point out that pre-annexation agreements have been ruled illegal and the Attorney General has stated that moratoriums are an effective manner for controlling growth. I'd also like to say that Hudson Ohio has already fought a lot of these same battles for us and they came out on top.
If per-chance this all fails for some unforseen reason and the moratorium is overturned, months down the road then there are a lot more ways we can control our growth than through moratoriums.
