Mr. Fix moved to approve the Comprehensive Sign Plan with staff recommendations 1 and 3. Motion died for lack of a second. Mr. Kramer moved to approve with all three staff recommendations; Mr. O?’Brien seconded the motion. Mr. Schultz inquired for a point of clarification if the approval was for three colors for each sign, do we want them to have the same background, or does it matter if it is red letters. Mr. Reynolds stated they were proposing to use green, red, and white, and the background will all be the off white. Mr. Schultz clarified the panels will be white with red and green letters. Mr. Fix stated would like to remind the Board they have sworn an oath to uphold the laws of the City of Pickerington and they are not doing that if they vote for this. Mr. O?’Brien inquired if there was documentation on any of this. Mr. Smith stated the Code does state that each sign shall be limited to three colors; however, if staff proposes, and the applicant agrees, they basically can make the agreement not to exceed what is set forth in the code. He stated if the applicant willingly agrees to limit the color pallet to three colors for all of the signs, the applicant can do that. He stated the code states three colors per sign, not three colors per plan. Mr. Kramer clarified that our Commercial Design Guidelines state that no sign shall have more than three colors. Mr. Kramer stated then, this Commission is abiding by the law. Roll call was taken with Mr. Fix voting ?“Nay,?” and Mr. Blake, Mr. Bosch, Mr. Nicholas, Mr. O?’Brien, Mr. Kramer, and Mr. Binkley voting ?“Yea.?” Motion passed, 6-1.
AS WE CAN ALL SEE JEFF FOX WILL NOT WORK WITH OTHERS EVEN WHEN TOLD BY THE LAW DIRECTOR THAT, ?“IT IS ALL RIGHT JEFF?”. THEN FOR THE SAKE OF A COMPANY LOGO JEFF IS WILLING TO IMPUNE THE REPUTATIONS OF LICENSED ENGINEERS SITTING ON THE PICKERINGTON P & Z COMMISSION.
IS THIS THE KIND OF BLINDSIDING THAT IS NEEDED IN ANY ELECED OFFICAL?
By Voting for three colors.

CITY IN BIG DEBT??
One topic that many area residents have probably not heard enough about (partially because it is a fairly confusing subject) is the fact that the City of Pickerington is currently under significant debt.
By law, the combined governmental agencies for an area (County, Township, School District and City) can borrow up to 10 mills of the total property value in a particular area.
This debt is then paid by the taxes you pay to the City, etc. Those 10 mills of property values in the area are called ?“Inside 10 Mills.?” What is a mill? Good question. A mill is one tenth of a penny. So if your house is worth $100,000, each 1 mill levy that is added costs you another $100. The good news is that without your say all governmental agencies can borrow on your behalf up to only 10 mills without your approval. So your $100,000 house can cost you only $1000 in property taxes that you do not have a say in. Above 10 mills other additional taxes, like school levies and other tax proposals on the ballot add to this total, but only with voter approval.
The point (and please forgive us if we get bogged down in this) is that the combined governmental entities have currently borrowed the equivalent of 9.9541 mills. Using the $100,000 property value example located within incorporated Pickerington boundaries:
?• some of this money goes to Fairfield County ($193 to the County)
?• some of it goes to the Township (about $10)
?• the rest of the 9.95 mills (about 7.9191 mills ?– or $791) goes to the City.
These figures are based on the current Ten Mill Certificate available from both the City Finance Director and the County Auditors office. Again, this does not include the funds that you are paying in School District taxes.
The good news (and the bad news for that matter) is that the city is now bumping its head on the legal roof of this ?“Inside Millage.?” Remember, the combined governmental agencies can?’t go over the 10-mil limit, and right now those agencies are running with a combined 9.9541 mills. The City has bellied up to the taxation buffet for 79% of the total available. What this means is that basically, by law, the City has tapped the banks as much as they are legally able to, while limiting the financial capabilities of the other agencies. The good news is that the City can?’t borrow much more without your approval. The bad news is that the City has effectively tied all governmental agencies hands behind their back in hitting this 10 mill ceiling. The County, the Township, the School District and the City are all now precluded from accessing funds inside the 10-mill cap for most types of project because the City has reached the debt limitation imposed by State Law.

Occupation: Vice president, operations with Escape Enterprises, Ltd.
Political history: I ran for Township Trustee (Violet) in 2001. Since then I co-founded the Republican Club of Northwest Fairfield County and served two terms as President. I was the ?“Campaign?” Chairman in 2003 when we worked to see Pickerington Mayor David Shaver, and Council members Heidi Riggs, Ted Hackworth, and Brian Wisniewski elected.In 2004 I worked on the ''CURE'' campaign to win the Fairfield County Republican Party and was elected to the Executive Committee where I currently serve as Secretary. Also in 2004 I was appointed to the Pickerington Planning & Zoning Commission and I continue to serve there.
Education and/or military experience: Graduate of St. Francis DeSales High School?¸ Bachelor of Science in Business Administration from Bowling Green State University
Goals if elected: We need to better manage residential growth and come up with more creative and cooperative ways to attract commercial development. Retail development is not enough. I will find creative ways to attract office complexes, a medical or technology complex, and light industrial businesses to the area to help level the tax base.
Community activities and honors: In addition to the political activities mentioned above, I am very active in the Pickerington Youth Athletic Association as a baseball and softball coach. Both of my children play and we spend hundreds of hours a year together at the PYAA complex. I am an active member of Seton Parrish.
Tell us why you?’re the best candidate for the position: My blend of professional and political experience is unique. As the Vice President of Operations for an international restaurant chain I know how to get things done. Having participated in local politics for five years, I know how the system works. This unique mix of experience will serve Pickerington well.

Ran and LOST for trustee. Finished poorly due to laziness. Lost support of trustee due to this laziness.
Campaign chairman for those mentioned? Remember that Shaver almost QUIT the race due to your ineptness and favoritism for other candidates in the county. You took the support elsewhere. Hackworth and Wisniewski? They were their own chairmen. You had nothing to do with their campaigns except putting out a few signs. Stop the lies.
Ask the real CURE people where you stood with them. Not your political underlings but the force behind it. Appointed to the P&Z? Well, you showed your ass there. Reference previous postings.
Better manage residential development? What is wrong with the way this council is managing it? Do you know something they don?’t? Are you better than them? Will you commission studies that they didn?’t think of? Is the residential growth plan this council put in place not republican enough for you or did it not take into account your allies Fox, Maxey, Gray and Berry?
YOU will find more creative and cooperative ways to attract commercial? What is wrong with the JEDD/CEDA talks that are already under way? Not up to snuff for you?
Active member of Seton Parish? Did you encourage that priest to write that shameful letter to the editor? For a man of God to say the things he did is reproachful.
Hundreds of hours at PYAA? I am glad for your kids but between that, running Montgomery?’s campaign, manipulating your little republican club, serving on the county party, when will you have time to be on council? When will you have time to serve the people and not yourself?
As VP of an international restaurant chain, what do you know about sewer plants, traffic, city debt, public safety? Do you know any more than how to get my pancakes to me hot and on time or asking me if I want fries with that? You?’re not ready for the bigs.
Having participated in local politics?…. Yeah, you are indeed a politician. This city needs no more politicians. We are getting rid of your cousins Wright and Sabatino, the last remaining politicians serving the city. We don?’t need to add another one. You know how the system works? Yeah, it works well without self serving political wannabes like you.
Folks, let?’s leave the politicians to politics and let the people who only want to serve the city serve it. Let?’s send Fix, Wright and Sabatino a clear message on November 8th. Let?’s send Fox, Maxey, Gray and Berry the same message ?– your time owning Pickerington is over!
