Sounds like another case of ''I got mine and the heck with everybody else!''
Nowhere in the Constitution (that you cite) does it define what constitutes a public education, either.
Music, band, athletics, theatre and other things associated with education ARE important aspects of a well-rounded education. When we cut these, as often does happen, regrettably, the students are the ones who suffer the most from the cuts.
A number of years ago I attended an end-of-year scholastic awards night at PJHS. As many, indeed most, of the students were called to receive their academic awards, I noticed that virtually without exception the students, both boys and girls, who would stride confidently across the gym floor, look the principal in the eye, and shake hands firmly, were the ones who were also involved in athletics and band. These students were able to overcome potential shyness in front of a large crowd because they had been a success at activities both inside and outside the classroom. Many of those athletic endeavors were via school teams. Extra-curricular play an important role in a child's development.
That is NOT to say that you are not or cannot be a success in and out of the classroom if you don't participate in extra-curricular activities, but the challenges ones faces in these activities are a huge confidence boost to kids, giving them a little extra strength when it comes to classroom challenges.
