Design vs Program Capacity
I think what you see is two different numbers as it relates to school capacities can be the difference between ''Design'' capacity & ''Program'' capacity.
When capacities are cited in the papers they usually aren't referenced as one or the other - thus the perception that numbers are always changing. The fact is they aren't.
When an architect builds a school they use 25 kids in a classroom for elementary schools. Currently the new school has 24 classrooms for grades 1-4 & 3 kindergarten rooms for kindergarten. School's design capacity will be 750 students. What brings down the enrollment in a building is special education it impacts each buildings differently depending on what programs are there I've heard anywhere between 8-10% of the design capacity - this lower number is called program capacity.
The other thing I've heard is the enrollment change between when it was first reported in September at 473 is now 460 students. That change is 13 students across the district and is attributed to people that moved but didn't inform the school district that they did. I think the district has to determine that they didn't move within the district before they can take that student off the books.
