Any ideas on how we can collect dues from deadbeats who never pay their their fair share of the yearly dues?

how about not thinking of them as deadbeats (yes mine are paid) and instead figure they are not focusing on the dues.(After all it is a voluntary bill) Could a door to door drive help? I have been suckered by many a candy sales rep, just to get him away from my door, how much more so from a neighbor asking me to anty up?
