Palo Verde Neighborhood Association

Hello, the neighbors located on Northway Ave are experiencing alot of issues with young adults causing property damage, trying to break in cars while the Pima Medical students are in class. Actually trying to break in to one of my apartments in October of last year. I have actually seen then doing drugs right out in the open on our Streets.  I have called 911 several times and TPD refuses to respond. I guess someone actually has to get hurt for anything to be done... I don't know what to do, any sugesstions ? Please help
