One of the joys of home ownership for many people is the freedom and space accommodating pet ownership. While pets can provide rewarding and fulfilling companionship, there are responsibilities within a community association that accompany pet ownership.

Association Responsibility

Whether family pets are housed indoors or live outside, a community association is responsible to its members to provide oversight and restrictions for certain pets and pet behavior. Most association's pet guidelines are consistent with established local ordinances and are primarily enforced for the health and safety of the community association residents and the animals

Common Ordinances

One of the most common restrictions for pets is a leash law that requires a dog to be on a LEASH when not contained within a fenced property. Another bylaw in some communities is a prohibition against an animal leaving FECES on another owner's property. This type of behavior can be subject to a fine or notice to the owner. Additionally, a dog that BARKS all night is in violation of noise and nuisance restrictions. Under these circumstances, an association has a duty to its members to provide controls regarding this behavior to protect a degree of harmony for other residents.

Conclusions

Responsible pet ownership can provide numerous benefits to the individual owner and the rest of the community. But pet owners must be conscientious in controlling their animals to eliminate the need for the association to address owners who violate the bylaws.

Let me start out by saying that I agree 100%, but the dogs that I have seen roaming NL don't belong to any NL Homeowners. From my understanding they belong to either "WC" or "The Lakes".

I would also like to mention that cats are just as much a nuisance as dogs. I am not aware of any leash law for cats but they do leave feces on my property. Also, I have yet to see a dog jump on top of my car and scratch the paint. I could go on about them but I just wanted to add that dogs are not the only problem with this issue. If we enforce this issue we should not just enforce the dog problem.

Thanks

Thank you both for these posts.  I would encourage open discussion among neighbors about any animals running free in the neighborhood.  The by-laws do have a section with regards to pets and any nuisances created by the same.  We hope to solve all issues in the most amicable way possible.
