Pheasant Lake Civic Association Inc.

PLCA Dues for 2017 Notice

November 5, 2016

To:      2016 PLCA Members:

From: Frank Durso Jr., President

We are fast approaching the Winter season of 2017 and it’s time to revisit our Civic Association Dues.  To ensure that all residents are covered for a full year of membership, the billing date for dues is based on the date of your 2016 payment.  Membership Dues are still only $30.00 for year 2017.

The cost of snow removal, however, escalates every year and without full participation of all home owners AND renters, snow removal may not be possible for our community.  As a community, we have 94 homes with 5 vacant. During 2016, we had a total membership of 11 homes.

As many of you may recall, we received a large amount of snow last Winter; the snow fell on a Saturday, restricting most of us to the development and our plow did not attempt to clear our roads until late Sunday evening into Monday morning.

One of the reasons for the delay was because we were scheduled last on his list for snow removal. I had spent several months prior, attempting to find a person/company for hire. Each time they viewed the development, they declined, usually because of the narrow streets and number of vehicles parked on the curbs. Most did not want the liability for any damages done to vehicles while plowing. In addition, they had no place to move the snow. I managed to find this person on Friday (night before the snow), and he agreed to plow our streets.

In years past I had a driver who gave us a fair price and did a great job plowing. Approximately 2 years ago, he was accused of striking a vehicle in our community. After investigating the incident, it was clear this did not happen by his vehicle.

I am currently looking for a snow plow person/company and hopefully will hire one prior to any snow.

For those who are 2016 members and want to re-join for 2017, please contact me (302-323-9447) for an application. I am also asking everyone to speak with your neighbors and request they join also. We, as a civic association, should be able to get more done then snow removal in our community. This can only happen with the participation of our membership. We have the opportunity to make a difference in our community. The question is: is that what we want?
