Your right, but the government does have regulations on how much rat fecal matter, insect parts and other stuff that can be in it.   You also can't use the moldy grain from the bottom of the bin from last year either.   There are penalties for not complying.   And it's not all done by inspecting each box of course, random samples and fines work.   And you should be thankful for it. 

 

I laugh...not all vehicles have to be inspected by the National Highway Traffic Safety Administration. Antigues and farm vehicles and special implement husbandry vehicles. I can drive a lawn mower to work and its not inspected. Same with a horse.

 

Of course they're not all inspected but there are lots of governmennt regulations on how cars are built.   Lights (head and tail), air bags, seat belts, crash resistance, safety glass, tires, emissions to name a few.   Your lawn mower has some government safety requirements too.   And you should be thankful for them.
