Having said what I said before, to answer your questions, the minutes of a group or Organization BELONG to that group or Organization, not to an individual that had taken down the minutes as a secretary. The Treasurer that refuses to give the new treasurer the receipts from that year, does not fill out the IRS forms or has accurate account for the money she claims to have been given out [and is a businessman in the outside world so should know better in the first place] so is not naïve in such matters, is, in my, opinion a thief.
