I have noticed for some time  now that a homeowner is using the pool parking area to park his dealer vehicles.  There are at least four there now with dealer tags on them.  They stay there for a while and then change but replaced with more dealer vehicles. Many times there are more in addition to parking more at his residence. 

What's the guideline for this?  These are not new vehicles with some being an eyesore.
