Is there anything the board can do about run-down, vacant rental properties?
There is one on our street that has a front yard full of dead plants, a broken basketball hoop, and an abandoned van, with four flat tires, expired plates, and an engine that leaks oil in to the gutters.

Here's the problem...The board does not receive all the complaints. Most of them stop at Kachina and go no further. The best thing to do is report them every two weeks until the problem is rectified. By doing that, Kachina then forwards the complaints to the board for review. We will then decide what action to take, ie...fines, yard clean up at owners expense...etc. With the abandoned vehicle, we cannot legally remove it from the property. We can continue to fine the owner until it is removed because they are in violation of the CCR's. I will speak with Kachia as well to be sure that the board is keept more in the loop on these kinds of issues, but the best thing you can do is use the link on this website and file a complaint every two weeks until you see results.

Rentals
All rental property has to be registered with the County as such. If not, then the HO can get into trouble with not only the county but IRS. There might be some recourse there as far as abandoned vehicle goes. We complained for more than 8 months regarding vehicle in the driveway sitting on its axle in the front and back and that car sat for a year before something was done..If that is how the fine process works then maybe it needs to be revised to be hit people little more in the pocket especially now that an HOA can't lien your house for unpaid fines anymore.

What you need to do is call pinal county and tell them about the van they will in fact come to the location and start the process of fines which over time leads to a court appearence for the owner of the van. After that if the owner does not comply it will be towed. Keep in mind this is a long process, I did this myself in this community and it worked the car is gone
