The purpose of any HOA is to PROTECT, ENHANCE and PRESERVE -- the Value of the Community. The responsibility of the HOA Board is to see that the Value of the Community is maintained.
The members of the HOA Board are all volunteers who are elected by the neighborhood lot/homeowners to represent their interests. The Board has full authority to represent the home and lot owners in all matters pursuant to their duties.
The Value of the Community is what "visitors" perceive it to be. In general, if a visitor likes what they see in a community that has an HOA, they assume that the HOA Board is responsible for that community status and that the Board maintains that status through a fair enforcement of the community's CC&Rs.
