Board Members Present: George Renner, Florence Lehman, Karen Winter, Marjorie Burnell, Brad Actipis.

Special Guests: John Lichtenberger, Town of Queen Creek, Neighborhood Preservation; Michael Shontell, Architect.

Called to order at 7:07 PM by George Renner, president.

INTRODUCTIONS

MINUTES: read and corrected; accepted as corrected.

Treasurer?’s Report: $3077.17 in account. Twenty-six lots are in arrears. The $25 fine per quarter went into effect Jan 1, 2001; this will appear in the February billings. Report accepted.

Correspondence: A letter has been sent to Mr. John Stocker removing him from the Architectural Committee. Letter is in the Correspondence File. Mr. Stocker responded verbally January 23, 2001 to George Renner. He is preparing the log and will submit the paperwork.
The budget for the HOA will be included in the next mailing.

Mr. John Lichtenberger: Queen Creek Neighborhood Preservation Coordinator
His responsibility is code enforcement (the Code is being revised); encouraging block watches, involving people in neighborhood clean-ups (Feb. 10, 2001 San Tan clean up is next); recycling: containers for aluminum and paper are near Town Hall. His approach is to work with people to resolve issues not to condemn. It does take time to resolve issues. He would rather convince people to cooperate rather than resort to legal force. He suggested that when issues arise that we talk to neighbors and communicate, mediate and work together informally rather than complain and litigate.

Neighborhood College: This is resource to teach owners how to work as a Homeowner?’s Association. Please call Marjorie for information about classes.

Questions addressed: WEEDS: Mow them do not disc them, it forms a crust at the surface resulting in less re-growth.

Trucks and RV?’s in back yards, MUST be Screened from view of neighboring lots (QC Town ordinance). Equestrian lots may have up to four horses per acre. The Building Department of Queen Creek handles water retention issues.
Mr. Michael Shontell is being considered as our architect for the architectural committee. Mr. Shontell spoke with us about standards and expectations. We have a new Architectural Committee. We discussed what we would like as criteria for new homes and concerns that we have. There are several errors in our CC&R?’s that violate the Town of Queen Creek Ordinances. These need to be corrected. To assist the committee in developing a suitable criterion, we would like for YOU to write ides of what you would like to see and like not to see in our development. Our objective is to avoid development that will injure individual property values.

Weeds: This is a continuing issue. We have asked that weeds be removed by January 31, 2001. The weeds are blooming and ready to seed. Lot #16 which is in legal proceedings will be cleared at the expense of the HOA and reimbursement sought when the issue is settled.

Landscape contract: The board discussed improving our landscaping contract that expires in March. There was discussion of a possible water leak at the Sossaman entrance. The board decided to pay a one-time fee and have the equestrian trail cleared. This is an awkward situation as we share the trail and the other HOA is not having the area cleared. Information is being sought for a new contract.

CC&R: Changing a CC&R is very difficult, as 75% of all homeowners must agree to make the change. The proposal that was sent to members was not written in ?“legal?” language. It was defeated. The issue of concern was the placement of trailers, RV?’s etc. in rear yards. We must comply with the Town of Queen Creek Ordinances first and then we may make the requirements more stringent, we may not lower them. Owners who have concerns about this should write to the Architectural Committee. Each situation is different and can be worked out through the committee. This is provided for in the CC&R?’s. The main concerns in QCR III are size of the vehicle, placement and visibility from neighbors?’ yards.

Street Light: SRP is replacing the light again on 193rd Street. We have concerns about speeding vehicles. Please report these. We hope to be on-line with our HOA soon.

Statutory Agent: Mr. Tim Bryant volunteered to hold this position.

Next Meeting: Wednesday 21 February at Burnells?’, 22884 S. 194th Street; please bring a snack to share. Meeting will be from 7:00 to 8:30pm.
