Siding issues

My neighbor prompted me to log into this site when I complained about our siding to him. We just bought our home 2 years ago, and are now seeing some major issues with the siding. We had ice damage from last winter, and a roofer came out to check our leaky roof. He said the siding up on the second floor was completely rotted and wet all the way through. Do you think we would still be able to get coverage through this suit? No one got on the roof when we had out inspection two years ago, so no one would have seen this. THoughts?
