How can we combat this?? I am more than willing to donate my time to go through the neighborhood to see if people actually pay attention to their HOA dues, or if they just pay it to avoid late fees, etc... Do you think that if we have a large enough petition that it would be reduced and/or any attention paid to the issue at hand? Please let me know your thoughts.
I especially hate the fact that so much of the 2010 budget is being dedicated to the "common areas" such as the park... however the park has been reduced down to a swing set and a horribly-kept basketball court since I moved into the neighborhood. I cannot even begin to count the times that I've called IMPD to report criminal activity that has gone on in those so called "common areas".

That is what the budget is for, is to keep up the common areas, parks, entry ways, and common expenses. That is what the Board of Directors do, is manage the common areas, parks and entry ways to River Run. And I might add, any other thing the members ask them to manage during their term. This is what I am upset about, the Board of Directors has added over $60,000.00 to our budget/assessment in 2010 and other years without the members being ask. That is about 1/2 of our 2010 assessment of $138,000.00. The items they are spending the $60,000.00 on (without members approval) has liablities in them that could cost the Association (members) millions of dollars. You and I as members own the Association and all the liablities that go with it. That is the reason (liablities) the Declarant (builder) gave this land to the Association and you become a member when you own a lot in River Run.
I want to thank you for calling IMPD. Anybody that don't call is just giving this kind of activities a new breeding ground. Our Board of Directors have taken it on themselves to allow people on the common areas and parks after dark. If parks don't have lighting, they are usually closed at dust and open at dawn, for insurance reasons (liablities).
