Do you have a baby monitor? We have the same problem and I have found that earplugs work to drown out the barking so I can sleep, but I can still hear my son if he wakes up. You might get some and try it out before bedtime to see if it might work for you. My neighbors must use earplugs, or just don't sleep!!

Are the dogs barking at the guys that are stealing items from garages and driveways?  Most dogs bark because they hear something.  Happy dogs don't bark continuously.  When I hear a dog going nuts, I get up and investigate.  Also if the stray cats would get under control, the dogs would stop barking at them if they are not barking at burglars.  The smell of cat urine after a rain is so nasty and I can tell as I walk which yards have the most cat activity.  ugh.  Animal control can issue a citation to the homeowner if they cannot keep their dogs quiet.  Their IS an ordinance about loud dogs.

you can call the cops 9-1-1 and let them know you have a non-emergency noise complaint. they will come out and investigate and issue a ticket for a noise violation if they hear the noise.

and, just like with the motorcycles, you can always try talking to your neighbors. we've done this and know that they are just mortified to find out that their dogs are barking while they are (1) away from the house, (2) watching tv and didn't hear it, etc.

if happy dogs don't bark, then we have a LOT of unhappy dogs around here!

PLEASE do not call 911 for a noise complaint.  Look up the non emergency phone number for the police department.  911 should only be used for emergencies.
